Possibly a Martha Stewart crafting project gone awry? Though I prefer the idea of Estorbo on the terrace with a hole punch....
The rose at my front door has those punch holes too - but they were the work of a leaf-cutter bee, not a beautiful black cat who gets unfairly blamed for EVERYTHING....See: http://www.ext.colostate.edu/pubs/insect/05576.html
